- Also known as the Cámara de los Diputados, this is the lower house of the Spanish Cortes Generales. The number of members (diputados) can be up to 300 or 400. Generally there are around 250. They are elected every four years by proportional representation. Each of Spain's 52 provinces is treated as an electoral district.
The Congreso legislates, approves the Budget, elects the Prime Minister, controls the actions of the executive, and debates current national and international political issues.
