§ 2 Beitragspflichtiger Personenkreis
(1) Der Beitrag wird von allen volljährigen ortsfremden Personen, die im Erhebungsgebiet für länger als vier Tage Wohnung genommen haben und denen die Möglichkeit der Inanspruchnahme der Kureinrichtungen und der Teilnahme an Veranstaltungen gemäß § 1 Abs. 2 geboten wird, vom ersten Tage ihres Aufenthaltes an erhoben.
Dabei ist es ohne Bedeutung, ob von der Möglichkeit der Inanspruchnahme oder der Teilnahme tatsächlich Gebrauch gemacht wird.

(1) The fee shall be paid by all non-local persons of full-age who reside in the taxed area for longer than four days and who are offered the opportunity to use the spa facilities and attend events offered pursuant to § 1 paragraph 2, as of the first day of their residence.
Whereby, it not significant, whether actual utilization of the opportunities for use or attendance is made.
