Der Mangel an sauberen Wasserressourcen und Schäden an den regionalen (und wahrscheinlich globalen) einzigartigen Feuchtgebietsökosystemen (167 größere Altwasserseen und insgesamt mehr als 300 Uferfeuchtgebiete) verstärkten das Problem.
