These metropolitan areas display an accumulation of different functions such as decision-making, controlling, innovation, competition and gateway functions.
According to the intentions of the spatial development policy, in future the metropolitan regions should become the motors of spatial and economical development by centralising and interlinking regional potential, and face the challenges of global competition as large scale "responsibility communities".

In diesen Metropolräumen zeigt sich eine Kumulation unterschiedlicher Funktionen, wie z.B. Entscheidungs-, Kontroll-, Innovations- und Wettbewerbs- sowie Gateway-Funktionen.
Nach den Vorstellungen der Raumordnungspolitik sollen die Metropolregionen künftig durch Zusammenfassung und Vernetzung der regionalen Potentiale Motoren der räumlichen und ökonomischen Entwicklung sein und sich als großräumige „Verantwortungsgemeinschaften“ den Herausforderungen des globalen Wettbewerbs stellen.
