In dieser Zeit war Christoph Beier mehrfach als Gutachter für die GTZ vor allem in Südostasien tätig.
Bevor er 1998 als wissenschaftlicher Referent an den Bochumer Lehrstuhl zurückkehrte , ging er zunächst für zwei Jahre mit der GTZ nach Indonesien .
Dort beriet er das Innenministerium in Dezentralisierungsfragen.
