1879 erfolgte der Ankauf der Graimberg’schen Sammlungen durch die Stadt.
Vom Schloss auf die Hauptstraße verlegt, eröffnete man das Museum 1908 im 1712 errichteten Palais des Rechtsprofessors Philipp Morass als „Städtische Kunst- und Alterthümersammlung“.
